So is it a bug or not? I personally don't think it should be considered a bug.

I can't really decide. My thinking is a turret probably aims center of mass and the Demo's charge isn't there. But then the turret's accuracy isn't likely to be laser perfect. I kind of think a shotgun firing pellets might set off a Demo, but maybe the SMG wouldn't.

Okay yeh, I'm not helping matters here. :)
 
The only recent thing I recall reading about the turrets and demos was in the 2.0 patch notes, "Demolisher zombie’s shoulder explosive now can be set off by turrets, when a turret is manually controlled by a player". That could have been a "fix" so if you used a turret as a gun it would set off the demo just like a gun and it wasn't working properly. It's not clear if a turret on it's own should set one off though.

Sometimes what starts as "not a bug" is really a snapshot of how we understood the behavior at the time. As things evolve, whether it's feedback, new use cases, or just a deeper dive into the mechanics, we may change that decision and make adjustments. That is also the nature of development. :)
