PC Zero quests at all traders

Hello,
I started a server with my friends and we wanted to make full snow biome map. I did it by coloring .dwg file white. Everything went well but traders dont have any quests. It is weird beacuse i saw few tier I POIs. Can I somehow fix this or maybe force add quests or even skip quests to tier II? Can i make it global for the server so the issue will fix for my friend too?

You can't start quests until you complete the initial buried treasure quest. I'm pretty sure that can't be taken except from a forest trader. You can use a mod to remove or auto-complete that initial quest, but by default you can't skip it and must complete it before doing any other quests. There was a discussion about that after 1.0 that included a way to mod it, though you'd have to try to search the forum to find it. Or maybe there's a completed mod that's in the Mods section or on a modding site.

I manage to fix the problem. I just repainted map to be all forest and suddenly first dig quest appeared in every trader. After doing quest i repainted it back to snow biome and everything works well.
