With just one empty bucket and a single collection from any water source (not a toilet, of course), you can endlessly refill empty jars anywhere by doing the following:
  1. Craft a bucket;
  2. Fill it from a water source;
  3. Pour the water onto the ground;
  4. Scoop up the spilled water with empty drink jars;
  5. Refill the bucket with the leftover water (aways remains).

Because water isn’t quantified in the game, a full bucket always creates the same amount of water when poured. This means the trick can be repeated infinitely, making trips to water sources unnecessary. Buckets of water are easy to carry and can be stored in chests, so you’ll always have a portable supply.

Yeah. The problem with empty jars is that water is basically unlimited right away. That's a main reason why they were removed. But people wanted them back and so we have easily unlimited water right away again. Keep jar returns set to 0% (default) and you can only get as much water as you have jars for. That's the best you can do now that jars are back.
 
We decided to not remove water when you use a jar as people can just build next to a large water source anyway and it makes no sense to drain a lake with your jars.

The leftover bucket water when you scoop it back up is a bug to me, but there could be flow issues with how water moves around to scoop it back up consistently. I don't think buckets know about quantity of water in them, so it is just empty or full. We need to discuss.

Back in the single-player days, way back in the alpha builds, I actually removed the bucket recipe just to make survival feel tougher. Thanks to that little tweak, I managed the glorious feat of dying of thirst in the desert—literally right next to a water tank that was full to the brim at the time, when you could still hydrate with yucca fruit. Anyway, now that jars are back, it feels like the perfect moment to expose these old-school exploits to maybe help improve the game in some way (sorry for AI translation).

For reference, I've been playing 2.5 and have not once used an empty jar and it isn't an issue. We're in the early morning of day 3 on 2 hour days on a 2-player game. No dew collectors yet. So it does look like modding out empty jars from the loot tables will work without making water become a problem. Just in case anyone else is interested in that.

I did this in earlier versions, including A17. It's a known mechanic.
