Windows Loot Stage cap showing incorrectly

So the Loot stage cap seems to be incorrectly showing up. I've linked a video that'll show the details, but essentially the loot cap is showing in the desert, but not in earlier biomes like the burnt forest or the forest biome. I'm also playing with my partner, and they don't seem to be showing this issue at all. Additionally, I have no idea if this is a visual bug or a gameplay bug. Additional note, despite playing in v2.1, this bug has been occurring since v2.0.

138 is your loot stage in burned forest,
170 is your loot stage in desert.

Nothing wrong here.

Apologies for my ignorance, but from my eyes, the way the game works, is that each biome will have a loot stage cap in each biome. I thought the symbol in the desert is trying to tell me that I cannot get any better loot past the loot stage as it's capped (stage 170 as you put it). Please educate me on where I'm seeing it wrong here.
 
Desert biome has higher loot stage bonus, so you manage to hit its cap.

Loot stage bonus increases like that: Forest->Burnt->Desert->Snow->Wasteland.
Quest tier adds a bonus to loot stage too (not relevant for provided video).

It is surprising that bonus increases faster than a cap, at least at some levels, but not inherently a bug, no.

Game stage tells you, in rough estimate, how bad ■■■ the zombies potentially can be. This works in simple ways. if your game stage is 1, you cant spawn in a feral cop. not even in wasteland. But you can spawn in a regular cop. Besides from biome, this also follows the POI. a policestation will always have cops, but if your game stage is low enough, they will all be regulars. The version of zombie increases in difficulty, as your game stage increases. Also means, that the more game stage you have, the lesser the chances are for a weak zombie.

I would not put too much thought into the loot stage, but if gives you an estimate of what to expect from certain crates. like containers with weapons and gear. if you ahve stage 1, you will most likely only get armor/weapon parts, even from an infested crate. well, you might get a pistol lvl 1, but thats it.
if you stage is 300, and you open up an identical crate, you will most likely get a maxed out weapon.

This does not include any multipliers from skills, that increases amount of bullets etc.

The cap on loot stage, if a way to tell you that it is time to move into a stronger biome, if you want to get better gear. This is because a stronger biome offers a higher level of loot stage, but also zombies of a higher difficulty.
My personal all time favorite "I hate this zombie", is the feral burned, as it has a high chance of setting you on fire, if your armor is too crappy.

It may not be a bug, but it certainly doesn't feel right when you go to the snowy forest and are at loot cap while you aren't in the desert. I'm also not sure that the display works properly.
