Windows Server tools does not install

Since moving to a new Windows server, ServerTools no longer installs itself. This is probably a problem with the Windows server, not ServerTools.
Have any of you encountered this problem or found a solution?

ServerTools is a 3rd-party mod that you would have to install. It has never self-installed because it is not a part of the server client.
It is not a problem with the game server client, and there is no solution other than to do it the way you are supposed to.
