Dedicated console servers have not been stood up. They may or may not be coming with 2.0 - the staff on here cannot/will not even say if they have applied.
there are PC dedicated servers.
Consoles will not have mod support. So they will not be compatible with modded servers.

If you are getting that error it is likely because you do not have the settings available to allow it to be enabled, or your system clock is out of sync enough that EoS cannot authenticate. It is also Steam Maintenance Tuesday, so it could just be that the Steam Authentication server near you is down for maintenance.
There is not enough information provided to be able to help you figure out why it isn't working.
