Why is it not possible to turn debug mode on and off via the command console using the "dm" command?

Because Sony and Microsoft required that it be disabled in order for the console version to be launched.

EDIT: I should add that this is most likely because 90% of the commands you could use there, would end up breaking your save. They are developer testing commands, and not for use by the general public.

Toggling the God Mode on and off, does not break the save, and thats all i want to use.

God mode can be done from the options menu under the keyboard/mouse settings in the misc tab.
