Initial quests not available to character when starting in new game

I logged on to an old server I have played on in the past.  When my character joined the world all the starter tasks like making a bedroll and axe were not available.  Also all my challenges for the game are blank as well.  Does anyone know if there is a fix for this.  The server is modded and I did reverify all the game files before I started the game.

Any help would be appreciated.

I don't know if you are in the right help section...console cannot mod servers
