fish trap farm pool?

Does this work? It's telling me I need to be completely underwater to bait the trap but it won't allow me to fill my "pond" more than one block. How do I make it fill up? I dug a hole 3 blocks deep but it won't fill up.

 
Are you talking about the ones included in Prepoccalypse mod, or about something else? Perhaps it is better if you ask in the topic for the mod, or at least if you give the name of the mod. My crystal ball is running low on mana and I cannot guess very well 😉😊

Although I don't dn't use that mod, I assume water fills the same in it as in vanilla.  It takes quite a bit of water, but you should be able to fill any depression (pond) with water.  I know I've done an entire moat before, though I did that in A21.  But it should work the same.  Just keep adding water.

 
Outback Roadies Fish Trap:

Step 1. Craft a Fish Trap Water Collector to collect water. These are water blocks that can be added to your pond. It sure beats a multitude of buckets.
You can add Mods to it as well for faster collection and double collection. The filter can be added but is useless. It fills up quickly enough as it is with Mods but for moat scaled construction, it will do the job.
Step 2. Fill up your hole enough so that when you are immersed in it, it triggers the buff requesting you to bait your traps. The buff triggers when you are drowning. ^^ It is a requirement to use the bait on a trap.

Step 3. Come up for air before you drown.
