Making a new bow has always been frustrating because most of the time a tier two bow will not out damage a tier 1 bow.
I am sure that both bows are not modified and I am sure that both bows are unloaded. I wonder sometimes why I bothered make a new bow. Yeah there should be some variations but a tier one bow seems to do almost as much damage as a tier 4 bow. There's something going on that I don't understand that I hesitate to say it's a bug because that's a very easy thing to say about something you don't like. But here's how you fix it.
Make sure both bows are unmodded. Click on the bow and pick mod, that will unload it. Also remove any mods if there are any. Do this for both of them even if you're sure they're not loaded. Equip one in a in a bottom slot and the other one in another slot. Side by side works best. Equip one and load it. Equip the other and load it with the same type of arrow. Now click on them one at a time and see what their damage is.
I found that a tier 1 bow is not better than a tier 2 bow.
