Generating single-biome maps

I know that it was possible to make single-biome maps in A21 and before, but now when I try to use a normal generation tool there's like 6-72% cap on every biome (so I can't do 100%).
Is there some setting, some in-game editor or maybe a 3rd party tool/mod which lets you generate single-biome maps?

A biome map is just an image the same size as your map that uses specific colors for each biome.  You can edit the generated biome map to be a single color before starting a have with that map.  Just be sure you are using the exact color (the eyedropper tool in an image editor is a good way to guarantee you selected the right color).  Even MS Paint works for this.
