PC Tier 2 trader quests inside of Tier 1 POIs?

Does anyone know if trader quests are bugged sometimes? I started a new game today on one of the pregen maps, Pregen08k1 and every Tier 2 quest that I've done so far have taken place inside of a Tier 1 POI, is this normal? With that said, I don't remember this ever being the case when I was playing on Navezgane before, but it has happened a few times now while playing on a pregen map. Also, I've always been under the impression that Tier 1 quests are located inside of a Tier 1 POI, Tier 2 quests are inside of a Tier 2 POI and so on unless I'm wrong? If anyone knows or has any info on this, I'd appreciate the the feedback.

 
All I know is that the infested clear ones are supposed to be in a lower POI, or atleast thats what I read somewhere.   Other than that they are supposed to match level vs quest tier.   

 
Oh, that's why. Hey, good thing that you mentioned it because, now that I think of it I believe all 3 of the Tier 2 quests that I did were all Infestation lol. Anyway, thanks for the info, it's good to know that this is normal and not a bug with trader quest. Also, I tried looking around on the forums to see if anyone else was talking about this recently, but I didn't see anything unless it's a post from a long time ago? With that said, I apologize to the Mods if I ended up making a unnecessary post if there's already one on here. Cheers! 🙂

Yeah, Infestation will add a level to a POI. Biome can add a level to the POI as well.

Good to know, thanks. Also, can it decrease a POI level as well? I took a Tier 2 Infestation quest earlier, and the POI it took place in was a Tier 1.
