PC Dew Collector, How To Use???

I put up a dew collector and it just has a yellow flashing water drop where the water normally appears. There's no indication anywhere what that means or what the problem could be.

That means that it is filling. You just need to wait and come back later, and then once it has been filled, a jar of water magically appears.

Yellow is murky water.  When you add a filter, it will be blue for regular water.

There is no such temperature difference in the room as outside, so condensation of water from the air is a rare occurrence.
