This is a good question for the modding section of the forum.

As far as i know, graphics of mods are not being downloaded from the server by a client.

So the mod would need to be installed on the client(s) aswell for the graphics to be displayed.

I hope someone will correct me, if what i said was wrong

No you are correct.  Any mods that adds or changes assets needs to be installed on both sides (client and server).
