Can this save file be fixed?

I was playing the game, paused it and when I got back the PC had shut itself off.  After I rebooted I got an incorrect region file header message when I tried to continue my game.  I have a previous save file on this exact same map and can play that.  I also can make a new game with this map seed and it doesn't spend any time generating the new map either.  I'm not sure which file(s) would be corrupted, but is it possible to snag the correct one(s) from one of my other saves?

I got an incorrect region file header

You would have to delete that region file. Unfortunately, it will revert back to a clean region, so if your base is there, it will be wiped out.

I think you would still have your vehicles and inventory in the vehicles.

Storage chests would be gone though.
