Is this an acceptable place for a treasure map quest?

Just read a treasure map quest and it spawned it here, not to big of a deal since there is some dirt to start digging in, but would be kinda pita if it was all concrete.

I also started digging in dirt at one side of road but had to switch sides as circle moved closer to the opposite side. I was just glad it didn't do it in a parking lot. I assume they have some sort of setting so it won't do that.

 
I would report it out as a bug if it hasn't already.  Roads are one thing, but in the middle of POIs is another.
