[Dedicated Server and that's a Problem] 7DTD Server does not load map or spawn more zombies, also sends Network Timeout.

I restarted my 7dtd client and it seems that there are no more problems. 

I think I resolved this by understanding that the 7dtd game client I used did not have enough ram.

The computer I used exceeded the amount of RAM. This is resolved I think.

 
I see one mod that confesses to be from A18 in the logfile. And lots of other mods that don't sound like they are harmless and lightweight.

I see at least two NullreferenceException and errors when loading some of the mods.

I think you did the right thing disabling them.

My advice would be to only use mods that are cleared for your version of the game.

My client computer not having enough RAM was one problem. (haha)

You are correct. It was one of the mods: 

The intercepting old Dedicated Server mods I left by accident when I tried them: ServerTools or (and) CoppisAdditions

(these are even binary and directly modifies? or communicate with the 7dtd Dedicated Server binary itself)

 
Do note that since you are scraping the absolute minimum hardware there, you will likely run into some other hitches if you run a map larger than 8k, or have more than 4 or 5 players. Especially if you're using traditional platter drives, and not SSD's.

 
I believe it is a problem with Steamworks.NET, because this situation also occurred on my server. They were generated when the server was loaded above 10G. All players were kicked out. The final cause was Steamworks.NET.
