I'm going to be disregarding the fact here that the fire effect from flaming arrows/bolts does pretty poor damage the last time I checked. That aside, I officially plant them into the "too expensive" category.
Point 1. They take steel arrowheads to craft. By the time you are crafting steel, rad zombies will shortly be at your doorstep, if they aren't already. The lifespan of flaming arrows/bolts is cut drastically. Given how little of a benefit they provide on top of regular arrows, I would personally replace the steel arrowhead crafting ingredient with iron arrowheads.
Point 2. For every flaming arrow/bolt you craft you require one animal fat; it's a one to one ratio, as far as I am aware. Animal fat, in its current form, is very difficult to come by in large quantities; it's more of a question of time than anything else. In my current day 65 game I only have a little over a stack of animal fat, and I've been killing almost every animal I see since day 1. Sorry, but this is in no way a sustainable resource. I would personally replace the animal fat crafting ingredient with something far more reasonable, such as gasoline. (Perhaps 10 gasoline per arrow or something like that. Or buff the flame effect of iron arrows and increase the gasoline requirement.)
