The feed for this group in V2.4 was a little questionable, but in V2.5 it's more so.
The toolBellows now unlocks at lvl 8 for Workstations but is ProbT1Cap and won't appear until loot level 39,40 at very low prob and since this prob group is very much a trickle feeder any finds are pretty redundant. The toolAnvil now unlocks at lvl 20 but is instantly lootable. The toolAnvil is somewhat comparable to how things were done up to A19 before feeding to the player moved from more of a luck process to game stage/loot level scripting. Just checking if this is intended or requires a revision.
