There's a few reasons you'd always want to wipe between updates. Sometimes there are features added to the update (as in the last b199) which require a wipe to see the new features. Whether it be updates to prefabs, or blocks added to roads, or biome changes, etc. If you have a map that isn't completely explored then you will also get malformations (most of the time) between chunks from the previous save and the new update. The other reason is that you can't reliably submit bug reports as any bug you encounter could be a result of carryover from the previous update. So yeah it's a good idea to wipe (most of the time).
