I don't know how to prove this beyond what I've done but when 2.2. released it seems whatever was done to lower the spawn rate of Plague Spitters and Frostclaws actually lowered the spawn rate of ALL world zombies and animals. Towns that I used to drive through in the snow and wastelands, where there would be a few zombies are empty now, places that always had animals around and zombies (like snow biome) are baron with a rare animal or zombie. I run a dedicated crossplay server and everyone has noticed this. I increased the number of zombies to 75 and animals to 100 and we still hardly see any. I've started a few worlds in testing some things and they are baron as well.
So my question is the title, will we actually get some world spawns back with 2.3 or are we stuck with POI zombie spawns , a very rare wandering horde, once every couple days screamer spawns with all stations running, and the random one-off oddball zombie out in the world?
