Clay soil is still in the game.

Barbed wire fences are still craftable, and barbed wire sheets are still available from the creative menu. I don't know why barbed wire sheets aren't craftable now, but Synvastian's explanation sounds plausible.

I don't know what "forest burst" and "stell block" are.

reinforced concrete can be upgraded to steel block if you have the steel ingots needed. (no more polish for stainless steel )

You can create topsoil instead of ground if you are looking to fill in pot holes.

You gotta craft the "farm plot" in craftingmenu to farm stuff.

Also Plants regrow as seeds after harvest

The barbed wire sheets was removed probally because of how easy it made base defense. Just like the log spikes were removed for the same reason. Same for underground bases due to now digging zombies. Then in one Alpha the water physics got changed due to asshats on pve servers using the water to troll people by flooding their entire bases.
