PC Why does food restore more hunger than displayed?

I've always noticed that food restores 1.3x to 1.4x ish more hunger than the inventory menu says. Same with drinking and thirst. I'm definitely okay with this, but do we know why this is the case?

 
therew two perks that incerase this value, one for food (that also boosts welness gained) and one for thirst. Did you by chance put any levels into either of these perks?

 
Without those perks, a beef stew that lists +60 hunger will restore +84 hunger. And I'm pretty sure those perks make you lose hunger/thirst more slowly.

 
I think it is more the food description stats points, and the character screen shows percentages. Fullness may only be 70 points, so a food item that restores 10 points is 14%.
