The video is from a person asking the question I am asking, but I am hoping to get a little more peace of mind about it since I don't recall it happening when I played the game 4-5 months ago. I've watched some longer let's plays of 2.0 now and I haven't really been able to catch someone else getting that strange one frame blurry pop like what happens in the video. The video shows it happen to a POI, but I also have it happen to places like mountain ranges, a random stretch of road, a fence, a water tower etc. It's strange because in the video it doesn't affect all of the POI like the flag pole. It doesn't look like normal pop-in in games, at least to me, so I kind of worry it is a hardware issue.

Is that normal and happens to other people? I have my drivers up to date, verified the game data, turned off occlusion, maxed out view/LOD distance, and maxed out object quality to try and see if any of that would make a difference and it didn't. My specs are 7800x3D, 4090, and 32gb ram.
 
I have seen a lot of weird ■■■■ with Nvidia cards and LOD lately. You will see it happen with road decals, trees, and a number of other things.

Probably something either in the drivers, or the game code not playing nicely. IMHO it is just another reason to stop overpaying for GPU's from Nvidia.
 
I don't recall noticing that on my machine which IIRC is locked (VSync) at 60 FPS, but I wonder if it is when the game switches between showing the Imposter and showing the actual blocks as the player gets closer to the POI. The idea being that maybe you're seeing a texture/buffer that isn't quite finished loading.
