Web Server prevents Steamworks.net login

Okay, so here is a strange one.  I'm running two Win2019 servers.  Server "A" runs two 7D2D dedicated server instances with no problems.   Server "B" is also running a 7D2D dedicated server BUT when the Web (port 9000) is enabled, I get an error that Steamworks.net login has timed out and we are unable to log into the game from any client.
   I'm using RAT 4.2.1.2 as the administrator for the servers and have gone over the configuration files line by line comparing them with the files on server "A".  Except for the port information, the only difference is whether the web server is enabled or disabled.   When the web server is on, or enabled, I get the steamworks.net error, with the web server disabled the server comes up and I can log in with no issues.
 I've tried various ports, 8080, 8090, 9000, and others with no success.  Rat connects just fine but the error occurs and I can't log in.  It's not a firewall issue, it's not a port forwarding issue, it is isolated to the "B" server.  I've compared installed Windows Features, setups, and permissions and I just can't isolate it to a fixable problem.

I can run the 7D2D server without the web server enabled, that's not a problem, but I would like to resolve this issue because my forehead really hurts from beating it on the desk for the last two days and nights!

I guess I should mention I am running the latest release of 7D2D v1.1 (b14). 

Both machines are running Windows Server 2019 Standard v1809 build 17763.6532
