Here is a poi I put together which I suppose qualifies as a tier 5 given the amount of sleepers. Personally I find it to be moderate to easy in difficulty.

It's an industrial zoned building with which may appear in all but the wasteland biome. You will mainly find office type environments with workin stiff crates as the main prize.
