after numerous starts, testing out as much as possible the incredible options list for preset edits. a few of us on steam recognized that zombies were not spawning at all in POI's when the setting for "global game stage" were optioned for low or very low. probably a rounding issue. a new start/save usually starts with a game stage of 1 (default), and thus allows for the zombies to spawn in POI's as normal. however, with the global game stage setting set to low or very low, the default is no longer 1 but 0. a zero game stage prevents zombies from spawning in POI's. either the player will need to kill enough wandering zombies (usually 15 or so) to evolve that 0 to 1 and then trigger POI spawns.. or .. (the player), may think there is an issue with the game. as mentioned here in the linked steam post.
hope this helps to correct the issue. would be nice to be able to adjust this setting to low/very low for the entire play through, and the default number always be set to 1 at game start.
