Summary:
Dedicated server (stable channel, v1.0) updates via SteamCMD have been set to the wrong version (Experimental v1.1 b4), for stable v1.0 b336.
Expected behavior:
Current stable channel updates via SteamCMD should be updating to v1.0 b333 or b336.
Actual behavior:
SteamCMD updates servers to v1.1 b4 experimental.
SteamCMD experimental updates also return the same v1.1 b4
Solution:
The dedicated server files submitted to steam needs to be updated with the correct version - Stable v1.0 b336.
Existing serverconfig.xml files should be excluded from being overwritten.
Workaround:

Dedicated Servers still on v1.0 b333 appear to still work with clients that are updated to v1.0 b336.
We can, knowing the risks choose to keep our dedicated servers on v1.0 b333 without updating and keep playing as is.
However keep in mind that this is considered risky as the server and clients are running slightly different codes.
WARNING:
-> Updating dedicated servers right now is inadvisable without a full backup of the server AND saves. <-
Save data converted to v1.1 b3 may not be backwards compatible with v1.0. Expect corruptions or loss of saves.
(I ran into an issue with trying to revert the forced v1.1b3 experimental saves back to v1.0 b333, which resulted in a null exception and server hanging).
Also worth noting:
serverconfig.xml is being overwritten with the stable channel update again.
I would consider posting this as a separate issue, but given that this happens every other dedicated server update and we'd just end up with one new post every second update.

Also it is difficult to find the bug reports section. It's non-intuitive and there should be an actual link in the forum's "How to report an issue" post:
Normally there's an actual forum section that points to the bug report forum/section (much clearer).
I kept missing that red "Report a v1.0 bug" button at the top of the forums all this time. It somehow just blends in with the site's theme...
