All the backtracking after the 2.0 update seems to indicate to me that people are not speaking up at TFP. There are a lot of talented folks working at TFP and I find it hard that none of them noted how some of the 2.0 updates would be received and also how the game was changing would be received.
All of the changes TFP are backtracking on is not the fault of the players for noticing. It is because folks were not speaking up. And for those at the very top of TFP you might not have intended this and wanted lots of constructive feedback but you didn't get it or you would not be in the position you are in now. That or you delegated to someone without checking in on a regular basis to ensure they didnt go off the rails. Either way the negative reviews are a wake up call NOT JUST to listen to PLAYERS but to do some work improving communications among the TFP team.
I am assuming TFP has occasional multi-discipline meetings (people from all departments) to go over things like game direction and input on the flavor/setting of the game and how changes will work into the project as a whole. Input on general creativity for the game can come from anyone on the team. You may get a lot of misses but you will get a lot of hits too. If everyone feels free to speak up I think you help avoid messes like the 2.0 update.
Responsibility.
It is not the fault of the players that 2.0 well not well received. It is not the fault of the players for asking for changes. It is not the fault of the players that bandits will be delayed. But to be fair livestreams involve sometimes saying things in a way that doesnt come across well. TFP is trying to improve 7d2d and increase player enjoyment with updates and TFP failed at that with 2.0. Bandits will be delayed because of TFPs failure. The players are not wrong. How can they be they are the audience you are trying to please
P.S.
Also to be fair sometimes game developers do know better and sometimes things players want wont turn out as well as they think they will. But neither the Devs nor the players will ALWAYS be right. And if you start thinking you are ALWAYS right well then you are WRONG.
