Treasure Hunter Mod and Attribute Mods

So I discovered you can't wear a Treasure Hunter Mod with an Attribute mod now. But, you CAN wear a Treasure Hunter Mod with a Cigar, or an Attribute Mod with a Cigar. Is this intended or a bug? If it's intended, I don't see the reasoning.

It's just one of Those Things(tm). Cigar was an face-slot object, got turned into a helmet mod, no-one looked at it ever since. Str gets two points for free, Fort gets a food buff, so temporary two points, other trees not so lucky.

Strength favoritism since 1.0

Jokes aside, the cigar has always made having strength as a tree so much easier, even before 1.0. Great for an int build since it lets you level miner and motherlode to 2/5 for farming junk turret ammo mats, plus an additional 10% barter bonus on top of the int perk.
