Tier 0. Find high tier gear at a cost

Quality 0 is white and basicly it's a worst version of Tier 1 and you cant repair it but you can find stuff like iron picks, pistols, augers, etc on any day but once they break..they break. You cant craft tier 0

They would need to be extremely rare or only available for the first few days. Otherwise, you could just get a bunch of them and it won't matter if they break.

I would make it rare like 10%. Chance if finding like say a steel pickaxe on day one if you get a tools create but your also (i dont remember if I listed it) but the points are less so. So a tier 0 steel pickaxe has the negatives of steel but lower damage, durability.

Then again i watched prebuilds mod video on loot and I agree That you should be able too a military base and find military gear no matter the day. Quality is a different matter but say on day one your skilled or foolish enough to raid a military poi. You should be rewarded

They have something like this for pistols as an example. I agree that loot variance should be looked at. Higher end containers should offer better loot such as crates and things like police cars, gun safes, and military chests should at at a minimum T1.

Police cars should offer more T1 armor and weapons. Gun safes should also provide T1 weapons such as pistols, double barrel shotguns and hunting rifles.

They can be tier 1 white quality and you could even make them less durable overall but currently there is no reason to venture into harder areas and no reason to loot things like gun safes early on.
