Windows The game thought I was able to equip a cosmetic item from the DLC that I don't have. For which I was blocked by EAC.

This just means at least that file is a little corrupted. You can try verifying your files through steam a couple of times and/or deleting your Addressables folder in your install directory, then verifying after that again to get fresh copies.
