The first time you see AP ammor work, you really like it

Reminds me of one of my fav moments in the game. We were running across the countryside with a friend, talking about our loadouts; relatively early game, but late enough for me to have just specced into penetrator for rifles. So in the conversation I go something along the lines of "I'm just trying to save some ammo by going rifles, more damage per bullet; but yeh, it's a little weak." as we notice a trio of zeds.

They agro on my friend who is slightly ahead of me - and I spot an opportunity. Swapping to my few just crafted AP rounds to give it a shot, I start sprinting to the side; my friend prepares his melee weapon. Just as the first target is about to reach him, the slightly faster Arlene from the rear finally ends up in line with the heads of the other two. Boom. Two headshots, one body shot; and three zeds collapsing, dead.

Short moment of silence as my friend looks for the other targets.
"A little weak;"
"But it does have its moments."
 
Honestly, while I do like the AP ammo, I feel like it's a bit underwhelming.

It only does a couple of points of damage more than HiPower, which itself only does a few more points of damage than standard ammo. Sure, AP has the armor penetration, but otherwise it feels like it's not worth it to craft.

Sure, it does 2-4x damage on armored targets, but it's not worth to craft..? What would make it worth to craft? :)

Depends on things related to playstyle, but for me:
- I always find a surplus of regular ammo, so I have no use crafting that. (Past the point in game where crafting ammo becomes a real option)
- Often I start carrying a second piece of the same weapon, instead of another type. Swapping is faster than reloading, and that's what I've specced into. Loading the second with AP is then a good choice, althou I might end up carrying a third gun for backup at that point.

I mean same, I just wish it felt meaningful. It never feels like AP ammo is dealing that much more damage on armored zombies, and HiPower is just worthless. I feel like special ammo should feel, y'know.. special.

Ye, would be fun to craft for example some explosive shots, and maybe more exotic stuff like acid / electricity - with some small (actually tiny, but visible) splash effects on them. A bit of Borderlands-style spice, if you will. Dunno where we're trying to be wrt realism nowadays, thou.

Right? Or have HiPower deal more damage to unarmoured targets
