Are the survivors supposed to actually do something? They yell and mostly just get the tar beat out of them. And I've yet to see a bandit. Are they still in the game or has the spawn rate been reduced?

I am guessing you are playing a mod or overhaul.  

Maybe find the mod/overhaul and ask them in their thread be better.
