There are only a few sources you can wrench for steel. (pole tops and Ammoboxes are the best, safes CAN give steel, but like 1 Ingot all 20 safes)
But even the pole tops are a joke if you need 30 Ingots
Best source is buying it from traders

You have to be lvl 70 and intelligence 7 (I think), but Madmole told us yesterday that it will be set at lvl 35 in the next patch.
You can also get steel in the yellow backpacks that dead zombies sometimes spawn, you can harvest some in the wasteland biome, you can buy a few with traders and find in some crates.
