Splints and Casts can't apply to teamates. Bug or Glitch?

in the Alpha 21.1 (b16) version. Applied 2 Casts, 1 Splint to friend and none worked. Although I got the animation and the xp as if it did. Known issue? Or maybe because Friendly Fire is off?

It's a bug indeed, it's on the KI list or it should be. It's an issue between hosts/clients (and clients on a server since the server is technically the host). Welcome to the forums, by the way
