Somebody explain thirst to me please

I drank a bunch of red teas to refill my water meter and after it was full, I could literally watch it drain again at 1 point every few seconds. How does this make any sense?

Game version is A21 latest release, no mods, mostly vanilla settings, on a regular multiplayer server.

Water drains about 40/hour (based on the notes in the file).   That is your basic drain even if you are standing still.  You also took steroids, fort bites, and recog which also drain water over time.

Oh wow I missed the -30 water on those. I only read the descriptions and they don't say anything about that, nor do the status effects afterwards. Oh well.
