PC Slower running than walking

So I've had this happen a couple times once on a friend's game and once on my single player game and I walk faster than I run and I don't even have to be encumbered to do it I'm not crouched but I'll click down and I'll start to run with the icon to the left and I'm going really slow I click again to go to walk and I start walking a little faster.

I along with buddy has had this, jumping and swapping weapons seems to fix it.
