Swapped the Perk Skill Level Magazine probability and the Nerd Outfit functionality.

Perk levels no longer increase the chance of finding Skill Magazines (and reduce the chance of finding other magazines). Instead, Perk levels now increase the chance to gain a free magazine skill point when you read a Skill Magazine. The Nerd Outfit now increases the probability of finding any Skill Magazines (instead of finding empty bookcases or paper...
