Shotgun shells not doing any damage to plague spitter's swarms

Regular shotgun shells dont do any damage to the plague spitter's swarms.

I think the weapon of choice is a club or your legs.

Yeh, not surprised.. hypothetically: The bugs have massive armor against ranged weapons. And the shotgun pellets do so little damage per pellet, that all of the damage is eaten by rounding errors.

One point in perception tree, "Penetrator" .. might help.

A club works. once you get the timing down you one shot them every time. I've killed them with a 9 mm. Try a slug

As mentioned, it is intentional that ranged weapons take a massive damage reduction to those. Melee works very well. The info given above about pellet damage pretty much explains why normal shotgun shells won't work, or at least not well.
