Is there an explanation file somewhere for v1.x  I found several for the older version so the game and was hoping they had done like the old ones where each line was explained. It has ben a while for me since I last edited the file and it seems that Nitrado is not very helpful.  

 
The file itself contains good explanations in the form of comments. I use Notepad++ for editing. It is free and is color-coded to differentiate between fields, values and comments.

Everything in green is instructional.

Anyone else find something better? Why is it not in the install?

It should be in the install.  I have heard that certain dedicated server providers do not update it (or use their own modified version), so if that's where you're looking, that would explain it.  But otherwise, it should be right in your game's root folder.
