Windows Server Stuttering and Low FPS visible in server console (Day 69, 6k Map)

I've went to the extent of deleting everything 7 Days on C and Formatting the install drive. I'm starting to think I'm having RAM issues.
If you believe that your RAM is culprit, make a memtest86+ USB drive and let that run overnight. If it hasn't found a single error by morning (at least eight hours) then your RAM is likely good, but some users suggest allowing it to run for a full 24hrs. Your call there.

If you've never done this before, you can download the memtest86+ ISO image and use Rufus to "burn" the ISO onto a blank USB stick. Plug the stick into the PC, reboot, and use the BIOS boot menu to boot it. If it gives a security warning and refuses to boot, turn off "Secure Boot" in your BIOS, but don't forget to turn it on again after your test is done.
 
Another person trying to pass himself off as an expert has shown up. If you’re wrong, wouldn’t your current performance look rather ridiculous?

What's your problem? You get on here and pick fights with everybody? Guessing you wouldn't be so obnoxious in person because it would risk bodily harm. I'm simply offering some advice that worked on my end.

You on the other end try to pimp out some Chinese trash anti-cheat that was removed from Nexus and complain about memory issues that I personally cannot reproduce. Your log is filled with warnings I don't get on my server and you have mods listed I don't have. Get yourself right and stop being so hostile if you want help.
I have zero interest in debating the anti-cheat with you at all—I’ve already decided not to waste words on that part.
Now I’m genuinely curious: exactly which warnings in my log are you claiming you’ve never seen on your server? I’ve gone through my logs line by line, and all of them are standard, normal runtime entries, nothing out of the ordinary.
I’ve been hosting 7D2D servers since version 7.5, I’ve dealt with all kinds of server anomalies and log behaviors over the years. Yet somehow you’re pointing out mysterious warnings that I can’t even find myself. Since you’re so knowledgeable, enlighten me please—spell it out clearly, don’t beat around the bush.
You act like I’m talking nonsense about memory leaks. Do you really think the RSS memory climbing past 26GB in the server process just appears out of thin air for no reason? Don’t downplay what’s clearly abnormal resource usage like it’s not a real issue.
Feel free to speak your mind openly, hold nothing back. I’m more than ready to hear your so-called expert insight and see exactly what you’re basing your groundless accusations on.

Let me make one thing crystal clear first. This anti-cheat mod was removed from Nexus only because of the auto-update rule violation, nothing more.
It was falsely labeled as a virus by some self-righteous ignorant idiot out of nowhere. We’ve already provided the official Nexus review records to prove it’s completely clean and safe.
Don’t parrot others’ baseless rumors and badmouth the mod blindly. You know nothing about the real reason it got taken down, yet you’re quick to talk down and make arbitrary judgments. Stick to technical issues if you want to discuss, stop spreading nonsense you don’t even understand.

This guy made inappropriate comments right from the start, always trying to elevate himself by putting others down.
If he’d communicated politely instead of belittling my remarks straight away, I would never have mocked him, no matter how wrong or ridiculous his views were.
The truth is, he hasn’t actually helped anyone at all with what he’s said.
I’ve always been active in helping people in the community, but I would never attack or discredit others’ advice just to make myself look right. I simply can’t stand this kind of behavior that deliberately undermines other people’s opinions.
You can tell what he’s like just from his very first reply. He tries to stand out by dismissing other people’s helpful input. But you’re right—I really don’t need to argue with someone like this. The best thing is just to ignore him entirely.

I'm not sure if there's anything else I can do to make the game run smoothly, or is the server hardware just too weak? We're experiencing constant lag, the zombies don't move smoothly, and driving has become a real test of patience.

Your cpu freq is on the (very) low side with base 2.65GHz. Your symptoms are more likely to be the result of that and/or a slow harddisk (M.2 NVME SSD recommended. If possible PCI-e 4.0). Most certainly not the result of a memory leak.

I believe you have me confused with somebody else. Proof, please. I asked for anything backing up what you initially claimed and then told you it was false on my end. I never insulted anybody. Again, proof.

According to the hosting provider, 20 GB of SSD storage is provided. When I asked, I was told that it is NVMe storage.

So I’m guessing the problem is due to the CPU?

I recon it is. Since you have shared cpu instances (so also depending on other customers usage) and the base clock speed is even below minimum requirements (which are even outdated and should be way higher). I do believe that gamehosters dont apply performance cpugovernors (costs them more money) and will be on default powersave governor. So that would mean you're running at 2.65GHz which just doesnt cut it in current version.

I run a crossplay server that has 8 players on most of the time. No AI problems at all or stutters in any way. But i run a barebone machine (so no shared cpu's) that i run in cpugoverner performance which let the cpu of my Intel XEON E-2276G run at 4.90GHz all the time. If i would have left default powersafe mode on it would run at 3.80 GHz which i dont find satisfying enough. Thats quite a contrast with 2.65 GHz.

-edit- i dont know what you pay now and what your budget is, but i rent barebone from Hetzner who does server auctions. This costs me 50euro per month:

They have datacenters in Falkenstein (Germany), Helsinki (Finland), Ashburn (Virginia), and Hillsboro (Oregon). So if your location and budget permits, you might want to have a look.
