Separate inventory for pack mule

Would it be possible to add a second inventory that unlocks only by pack mule?

Or add 15 slots to the main inventory that can only be unlocked by pack mule?

Vanilla doesn't work that way because you end up with a debuff and then you have items in a slot that is no longer there.

Well damn. I was thinking more along the lines of, you have padlock slots that work similar to the encumbrance slots.
But going over the limit (45 for example without points) would immediately reduce your mobility to 0.

That approach is easy enough by increasing the per-slot encumbrance to eleventh.

Probably just one number to change.
