PC Select lower level crafting receipes?

Is there a way to craft lower level items?   Once you level up, it seems like everything requires "legendary" things.  Why can't I just craft a lower level weapon/item?

 
 A modlet has been created to remove the requirement for legendary "parts" for Tier 0 items. Yeah. That one didn't make much sense. "Tier 6"...primitive armor? Really? :)

I'm sure the wonkiness will be worked out eventually.

 

 
There are two arrows just beneath the crafting menu that you left click on to choose a lesser or greater quality item to craft. I'm not sure what you click on with a console but it should still be there.

Perfect, thank you.   I didn't notice that before.    The Fun Guys should get a UI designer:)

Yeah, this was a fairly recent addition to the game. They do have a UI overhaul slated for a later release. Hopefully aspects like this are improved.
