Screamers only call in 3-4 zombies?

I'm playing modded, on my dedicated server (nothing touching the screamer or her spawngroups) everything looks fine in the worlds generated xmls

but the screamer only calls in 3-4ish zombies regardless of what gamestage we're in.

I'm currently at gamestage 150, my buddies are close at around 130-140. But she does not call in any great deal of zombies

(It's been like this since our start in a new A19 world from gamestage 100 atleast when we first saw a screamer)

Is this something that's confirmed bugged, or has the world somehow borked out?

but this set in <spawner name="ScoutGSList">, gamestages.xml

try check in that place.

I have checked those and they're untouched, yet still regardless of gamestage she calls in just 3-4 zombies
