resettable block

Hello, anyone know how to create the mod which will be like resettable mine?
Was trying a hole day to create a block which will reset every time gets destroyed but fail. Need some help on this?

My idea was to get people on the server i play free mine which they can use and don't destroy terrain around the map this was admin's would have less job and enjoy playing they game play. I saw it on one server that they have this but i don't know how they made it

The downgrade block parameter creates a block when one is destroyed- for example harvesting a player planted crop and having it turn into a sprout.

Also, damage has entity and block components- if you set the block damage to 0, your terrain will not be affected.
