Requesting help with UI window

Does anyone know how to move alter the following window ?

and it's a pain in the ass once you start moving this window

Modding the UI in general is a pain in the ass. I wish someone could make a program for UI positioning.

in general windows anchored to the left or right are easy it's the center that is screwed

they wont move unless you anchor them to the left or right and then you hit a sh*t storm
