Reload Speed Multiplier not working?

Reload Time and Reload Speed Multiplier appear to have zero effect after one of the recent patches.
No change at all no matter what numbers are entered or even tags removed or applied.
(EDIT: changes to items.xml entry for these values - a separate mod for item_modifiers still appear to work for an item)

Changes coming? Intended?
