Is it possible to put in the player's starter belt a book / sheet with a text predefined by the admin? example: server settlement.

I think it's best to start with asking what the actual intended use is.

I expect in order to use this approach your end-user would need to install mods to be able to see the book/sheet anyway and the title gives me the impression you want to list the server rules which kind of rules each-other out in actual usefulness.

If this is your aim; wouldn't a MOTD be more easy to use/implement? Or otherwise make people spawn on a certain location listing the rules on signs? Those are approaches I've encountered before and would circumvent the problem a player'd have to install mods just to be able to read the server rules.
