So with the new Quest to restore power, I was thinking how pointless that felt to just turn on the power to a random building. What if the new quest was the special find the next trader quest that restored power for a new trader?

 
Not a good fit as the trader compound is indestructible and small. It might work for power plants (i.e. restore power by restarting a power plant that supplies the trader.

Yeah, but it should become something.... so you feel like you're having an impact on the world.   

 
Isn't it possible to add an inactive trader POI without protection, give the quest to repair something there and on mission success respawn it as a working trader with protection (just like the respawn at quest start)?
